Jan. – Special Condition for Videotape & non-cinema film amended.
Discontinue September 1980 practice of applying an ‘R-rating to titles which would have been classified ‘R’ for cinema, as it was deemed to be inappropriate on legal and practical grounds: legally, because cinema classifications are valid only for the purpose of public exhibition; and practically, because the prohibition against exhibition to persons under 18 is unenforceable in the case of videotapes for sale and hire.
The Board’s policy is therefore to register these videotapes without classification (if they are not refused registration) and apply the special conditions ‘that this film/tape will not be exhibited in any State in contravention of State’s law relating to the exhibition of films’.

Deputy Censors decide to register without classification the increasing volumes of non-cinema importations such as 8 mm films, but mainly videotapes.
This way, the Board would still fulfil its Commonwealth statutory obligation to register films. At the same time, it would continue to meet its responsibilities under the State Acts that require films be classified only if they are intended for exhibition in a theatre or public hall as defined in the legislation.
Films and videotapes treated in this way are registered subject to the special conditions ‘that this film/tape will not be exhibited in any State in contravention of State’s law relating to the exhibition of films’.
Material considered to fall within the R-rating is registered and classified in the usual way and that which is considered to fall within the ambit of Regulation 13 of the Customs (Cinematograph Films) Regulation is still rejected.
