Same title, different film?
In October 1983, a 65-minute tape called BLUE ECSTASY was banned by the Censorship Board. The reason given was sex, which was said to be:

A 65-minute video was finally passed with the newly introduced X-rating in February 1984.
In both cases, Italvideo was the applicant.
It is unclear if this is the same film as the May 1977 submission. The National Classification Database lists it as a French and Italian co-production, with the Producer being J. Desvilles.
Presumably, this is Jean Desvilles (AKA Georges Fleury), who is listed in the IMDb as a Director of of many French adult films.
