The titles covered on this page are a small selection of movies that have reportedly been confiscated by Australian Border Force (FKA Australian Customs and Border Protection Service).

The full list, which includes such titles as CANNIBAL HOLOCAUST (1980) and THE NEW YORK RIPPER (1982), can be found on our Film Censorship Timeline under the ‘Customs issues’ heading.

The information has been compiled from a variety of publicly available sources such as forum and social media posts, fanzines and websites. The remaining alerts have been reported directly to us by readers of the site. Any additions, no matter how old, are welcome.

This list has been assembled due to the lack of a publicly available database of seized titles. It is designed to document those that have had issues and so may need to be avoided. It is in no way meant to encourage anyone to import a prohibited item. We cannot guarantee the accuracy of this information and take no responsibility for errors.


Aftermath

Please find attached a Notice of Seizure for one video tape titled ‘Aftermath – Special Edition’ which was imported by you. This item is listed in Customs (Prohibited Imports) Regulations as an item that :

‘describe , depict, express or otherwise deal with matters of sex, drug misuse or addiction, crime, cruelty, violence or revolting or abhorrent phenomena in such a way that they offend against the standards of morality, decency and propriety generally accepted by reasonable adults to the extent that they should not be imported.’

Importation of this item is prohibited unless a permission, in writing, to import the item has been granted by the Attorney-General.

Details about the procedures and legislation relating to the seizure of goods are outlined on the reverse of the Notice.

Nekromantik

There are two reported customs confiscations of NEKROMANTIK.

1991 October – VHS.

The 1991 case

On October 30, 1991, the uncut version of NEKROMANTIK was part of a package of twenty videotape dubs that the Australian Customs Service submitted to the OFLC.

Five of these were subsequently released and fifteen confiscated. It is worth noting that some of the tapes contained only one problematic film. The following letter was supplied to the intended receiver of the tapes informing them which titles would be confiscated and which would be released.

March 19, 1992
I refer to 20 videotapes submitted by you under cover of the above mentioned memorandum /or advice regarding their status in terms of Regulation 4A of the Customs (Prohibited Imports) Regulations.

They have been examined by the Film Censorship Board and it is recommended that the following videotapes be released:

In July 2001, NEKROMANTIK was one of eight ‘banned’ movies dropped from the second Melbourne Underground Film Festival.

Graphic, low-budget gore-shocker about Rob and Betty, a couple of ordinary necrophiles who apparently don’t mind if their dead sexual partners are not so fresh. Rob’s job affords him the opportunity to bring home corpses and the odd body part. When he loses his job, he loses Betty, and Rob’s life gets really bizarre.

Following the premiere, Media Censorship in Australia posted a letter from the Classification Board in which they responded to questions about the TV screening and the rating history.

Thank you for your email of 3 August 2016 in which you enquire about the classification history of NEKROMANTIK and NEKROMANTIK 2.

The Classification Board (the Board) has never classified NEKROMANTIK or NEKROMANTIK 2.

As such, there is no record of a classification decision recorded in the National Classification Database.

The Department of Immigration and Border Protection is responsible for administering the Customs (Prohibited Imports) Regulations 1956. These Regulations prohibit the importation of ‘objectionable goods’. I would suggest you contact the Department of Immigration and Border Protection directly about this matter.

I note your query about the recent airing of NEKROMANTIK by Foxtel. The Classification Board is not responsible for the classification of television content. Content on free-to-air television is classified by the network’s in-house classifiers. Content on subscription television is classified by in-house classifiers. Subscription broadcasters such as Foxtel operate under the 2013 Subscription Broadcast Television Codes of Practice.

As television classifications are made under different classification guidelines to those applied by the Classification Board, and the versions of films broadcast on television may not be the same as the ones that may have been classified by the Classification Board, it is not possible to make meaningful comparisons of classifications given to films across broadcast and other media.

Customs claimed that HIGH TENSION had excessively high impact violence. However, their main attention was focused on a scene where the killer is shown getting a blowjob from what turns out to be a severed head. This ten-second sequence ends with him dropping the head out of the window, and driving off.

MIFF screening

On the 23 and 31 July 2004, HIGH TENSION played at the Melbourne International Film Festival.

DVD & Blu-ray release

In October 2005, HAUTE TENSION was passed uncut with an R (High level violence) rating.

The applicant was Accent Film Entertainment.

Sexy Jeans

There is one report of a customs confiscation of SEXY JEANS.

2001 – VHS, Realvision (Italy).

SEXY JEANS is MASSACRE AT CENTRAL HIGH, only with hardcore inserts added by the Italian distributor. Movie-Censorship has a comparison between the two versions.

Imported video release

The original MASSACRE AT CENTRAL HIGH was passed with an R-rating in 1977 and released on tape in the early 1980s by Merlin Video.

In July 1983, Domovideo Pty Ltd had an 86-minute tape of SEXY JEANS passed with the Special Condition ‘that this film/tape will not be exhibited in any State in contravention of State’s law relating to the exhibition of films’.

In Australia, this Realvision release was available for rent in stores that stocked Italian language videos.

There is one report of a customs confiscation of NECROPHAGIA: THROUGH THE EYES OF THE DEAD UNCUT.

In a rare occurrence, the Victorian Postal Operations of the Australian Customs Service submitted it to the OFLC. In November 2002, it was Refused Classification.

This makes it one of the few customs confiscations to have an entry in the National Classification Database.

This was a reissue of the NECROPHAGIA: THROUGH THE EYES OF THE DEAD (1999). The DVD had extra material, hence the ‘UNCUT’ tag on the end.

Eric Stanze’s low budget shocker (‘True horror is simply what one human being can do to another!’) has polarized viewers and has been compared to cult classics such as Craven’s LAST HOUSE ON THE LEFT.

More an essay on conscious cruelty than narrative fiction, a strong central performance by Emily Haack keeps the proceedings anchored and a willingness to cross boundaries maintains interest. Scripter Tommy Biondo, who plays the aggressive Leonard, gives the role his all. Unfortunately, he died before seeing SCRAPBOOK.

Director Stanze has made a slew of low budget, shot-on-video productions and he continues to do so with obvious sincerity.

Evil Dead Trap

There is one report of a customs confiscation of EVIL DEAD TRAP.

1997 – VHS.

The film was reportedly sent to the OFLC who refused it due to scenes of extreme ‘snuff’ style violence, specifically where a bound and gagged woman gets her eyeball skewered in close-up. No entry was made in the National Classification Database for this decision.

The same package contained EVIL DEAD TRAP 2 which was released to the intended receiver.

Missing at MUFF

In July 2001, EVIL DEAD TRAP (1988) was one of eight ‘banned’ movies dropped from the second Melbourne Underground Film Festival.

There is one report of a customs confiscation of ORGAN.

In the same package was a copy of the book, JAPANESE CINEMA ENCYCLOPEDIA: THE HORROR, FANTASY, AND SCI-FI FILMS (1997).

1998 October – VHS, Asian Cult Cinema (USA).

Both were forwarded to the OFLC and in April 2000, a letter was finally received from the Australian Customs Service stating that the book had been cleared, but the VHS was prohibited.

Officers of that department have now confirmed the video tape contravenes Regulation 4A(1A)(A) of the customs (Prohibited Imports) regulations 1956.
